Construction Surge Highlights Success of Midtown’s Affordable Housing Program

As the Houston housing market evolves, the Midtown Redevelopment Authority (MRA) and the Center for Civic and Public Policy Improvement (CCPPI) are at the forefront of ensuring affordable housing remains accessible in Southeast Houston’s Greater Third Ward and OST/South Union neighborhoods. Through the Southeast Houston Affordable Housing Initiative, they are not only building homes but also empowering families to create generational wealth.

The initiative is progressing rapidly, with several developers actively constructing or planning homes across these neighborhoods. Agape Homes CDC has completed multiple homes on Calhoun and Dumble Streets, with future development planned on Paris and New York Streets. Mayberry Homes is making strides in the 40-unit Southern Palm Subdivision along Martin Luther King Boulevard, with four homes completed, 16 more under construction or in development.

CR Design Build is working on Culmore, Winnetka, and Isabella Place Streets, while Heart of Houston CDC is building or plans future development of a total of 10 homes on McGowen, Dennis, Drew, and Tuam Streets. Projects are progressing rapidly, with workers installing roofs, framing garages, and preparing homes for future residents. HBDi is planning future development of a 43-home subdivision called Palmetto Place. Houston Habitat for Humanity is currently constructing three homes on Grace Lane, and LIN Development is building on Dewberry Street with future plans on Enyart Street.

Additionally, Park Street Homes LLC has ten homes completed on Calhoun and Paris Streets and two more under construction on Ward Street, and Titanium Builders has finished one home on Grace Lane. Meanwhile, New Hope Housing is making strides on The Gray, a 135-unit senior community expected to open in 2025. 

The MRA/CCPPI program prioritizes long-term affordability by catering to homebuyers who earn no more than 120% of the area median income and maintain residency for at least 20 years. Buyers must also complete a homebuyer education course provided by the Houston Area Urban League (HAUL), ensuring they understand the responsibilities of homeownership.
