One Emancipation Center nearing full occupancy

Constructed by the Midtown Redevelopment Authority (MRA) in collaboration with the Center for Civic and Public Policy Improvement (CCPPI), OEC is more than just an office building. Serving as Houston’s central clearinghouse for everything related to affordable housing, the center’s current tenant mix includes several nonprofits dedicated to affordable housing advocacy and support services. There are also 20 well-designed and affordable rental apartments and a health care center for seniors on site.
The newest tenant
Civic Heart Community Services, the largest Black-founded nonprofit on the Gulf Coast, is OEC’s newest tenant. Formerly known as Change Happens, Civic Heart has a staff of 75 and offers 25 different programs for youth, families, refugees, and the homeless in 59 Texas counties. T
he organization signed a 10-year lease for more than 11,000 square feet on the fourth floor of OEC.
OEC, which opened in 2021, initially experienced a bit of difficulty signing tenants during the pandemic when demand for office space plummeted due to work-from-home mandates. The lease with Civic Heart and negotiations with other prospective tenants indicate that the situation has turned around, making the building appealing for businesses and organizations seeking office space.
