Midtown Houston prioritizes the safety and well-being of its residents, businesses, and visitors through proactive security measures and strategic partnerships.The installation of Flock Security Cameras throughout the district has been one of several meaningful efforts implemented this past year to improve public safety. Flock cameras are state-of-the-art license plate readers (LPR) that maintain a database of information that includes detailed information about vehicles.
Since its launch in May 2024, the Midtown Management District has worked with law enforcement to strategically place 25 Flock cameras across Midtown, providing law enforcement with real-time data to aid in crime prevention and investigation. As the program embarks on its first anniversary, we reflect on its successes and ongoing role in enhancing public safety in the district.
Proactive Security Through Technology
The Flock Camera System is designed to monitor vehicle activity and detect potential threats, sending law enforcement officers instant alerts on vehicles linked to:
- Outstanding warrants and stolen property
- Missing persons (Amber & Silver Alerts)
- Gang and terrorist activity
- Violent offenders and sex offenders
By leveraging this technology, law enforcement can respond faster to incidents, potentially prevent criminal activity, and solve cases more efficiently—many of which may have remained unsolved in the past.
Key Achievements in 2025
Midtown’s investment in this innovative security system has already led to notable successes. In just a few months of this year, the system has:
- Scanned more than 3.6 million license plates (monthly), providing law enforcement with critical data for investigations.
- Generated more than 3 thousand real-time alerts (monthly), helping officers respond swiftly to potential threats.
This initiative represents a collaborative effort between Midtown and law enforcement agencies, reinforcing the district’s commitment to a coordinated and proactive approach to safety.
Midtown Seeing Decreases in Reported Crime
According to the Houston Chronicle, reported crime in Midtown has seen a significant decline over the past five years — even as the district’s population has steadily increased. In 2019, there were 574 crimes reported compared to 306 in 2024—a notable 46.6% decrease per thousand residents. Overall, 25,958 crimes were reported between 2019 and 2024, with a 23% decline over that time span. From 2023 to 2024 alone, crime dropped by 9%, continuing a positive downward trend. These statistics underscore the importance of ongoing safety measures like the Flock Security Camera system, which has supported law enforcement in deterring crime and detecting potential threats in the district.
Looking Ahead
The Flock Security Program is scheduled to continue through May 2026, with discussions underway to explore additional funding and potential expansion. As Midtown continues to evaluate its security initiatives, this program serves as an example of how strategic enhanced investments and partnerships contribute to a safer and more connected community.
